PAY GRADE: Classified Salary Schedule
FLSA: Non-Exempt
SUPERVISOR: Director of Special Programs
TERMS OF EMPLOYMENT: 200 days per year. Works on-site according to designated schedule.

SUMMARY:
Under the direction of the Director of Special Programs, the Technical Records Clerk ensures special program records are compliant (with record keeping laws, policies, and procedures). This position ensures accuracy of data entry for special programs including student identification for programs, Individualized Education Plans, 504 Plans, Medicaid claims, English Learner Plans, Title I and GATE Plans.

JOB QUALIFICATIONS:
Bachelor's Degree or higher required. Working with highly technical medical and/or educational records preferred. Teaching experience is a plus. Previous experience working with families and children preferred. Highly accurate and efficient in completing detailed task.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (This list of essential duties is not a comprehensive listing of all functions and tasks performed by positions in this class. * Monitors and works with staff to ensure student identification records for special programs are in compliance.
* Monitors and works with teachers to ensure student IEPs comply with SDE special Education requirements as well as Idaho Medicaid.
* Coordinates with the Director of Special Programs and Data and Assessment Coordinator on data collection for special programs (i.e. Special Education, Medicaid, 504, English Learner Program, Gifted and Talented Program, and Title I.)
* Work with teachers and staff to monitor the accuracy of student data by running and analyzing reports from various systems.
* Collect and process data for required reports to the State Department of Education.
* Maintains and destroys (as appropriate) student records per federal law, State Statute, and Board Policy.
* Complies with confidentiality expectations.
* Works with the Director of Special Programs and the Finance Department to ensure the District is in good standing with the Idaho Medicaid Program and students are receiving the benefits afforded to them under this program. Keeps the Directors of Special Programs and Finance appraised of the District's standing with the Idaho Medicaid program compliance and monitors billings and payments.

Medicaid Support
* Keep current with all School-based Medicaid Rules (IDAPA and Idaho Medicaid Program) policies, practices and resources/materials at the state and district levels.
* Deliver and pick-up Physician Signatures on IEPs prior to billing for Medicaid reimbursable services.
* Maintain accurate and organized Medicaid files for students.
* Review accuracy and completion of Service Detail Records (SDRs) for each student on a weekly basis.
* Reconcile the contracted agency's invoices with service completion documents.
* Communicate regularly with the district's contracted agency(s) regarding SDR completion and invoice documents.
* Communicate regularly with special education teachers needed documentation for billings
* Communicate regularly with the Director of Special Programs services regarding Medicaid obligations, documentation, practices, etc.
* Seek Medicaid reimbursement for the district by using approved software in a timely fashion.

KNOWLEDGE, SKILLS AND ABILITIES:
Ability to communicate clearly and concisely, both orally and in writing. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to effectively communicate in one-on-one and small group situations to parents, students, and other employees of the District by phone and in person. Ability to add, subtract, multiply, and divide in all units of measure. Ability to make minor computer repairs, such as replacing and upgrading internal components, and installing software. Ability to solve practical problems and deal with a variety of concrete variables. Ability to interpret and implement a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to work in a friendly manner and to develop effective working relationships with students, staff and the school community. Ability to perform duties with awareness of all District requirements, Board of Education policies, and applicable State and Federal laws.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 35% sitting, 30% walking, and 35% standing. While most duties are performed indoors, the employee may be required to perform duties outdoors in various types of weather, including inclement weather with temperatures at or below freezing for extended periods of time. The noise level in the work environment is usually moderate to loud. The employee frequently interacts with students and staff.
