Job description:  
The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the position of Senior Planner, Local Planning and Programs.

Under the direction of the Local Planning and Programs Manager, the Senior Planner conducts or manages multifaceted land use plans and/or transit focused planning in support of the agencyís Strategic Plan, Community Planning program, access to transit and transit-oriented development efforts. The Senior Planner also conducts or manages transit-oriented development projects and / or works throughout the region to improve access to transit by developing locally-targeted planning studies by working with local communities, counties, the RTA Service Boards (Chicago Transit Authority, Metra, and Pace) and other regional agencies to develop new initiatives. Responsibilities include, but are not limited to:
1. Responsible for the project management of transportation / land-use focused planning and/or transit focused planning and implementation studies through the Community Planning program.
2. Supports efforts to assist local governments to implement plan recommendations for all completed Community Planning studies.
3. Responsible for monitoring projects in the RTAís Access to Transit Improvement Program and associated program development.
4. Conducts research on planning topics as assigned.
5. Prepares, monitors, and processes project-related grant documents, contracts and invoices.
6. Represents the RTA on various local and regional committees or working groups focusing on local land use planning, housing, economic development, active transportation, transit service planning and other related topics.
7. Develops and maintains open communications with project contacts, community officials, and RTA service board staff, including frequent contact with elected officials.
8. Prepares materials, reports and conducts presentations for various local and regional audiences.
9. Works closely with local not for profit agencies and land use developers / brokers on transit-oriented development implementation efforts and strategies.
10. Engages in conflict resolution with local community and county staff, elected officials, RTA service boards and consulting firms.
Skills:  
A Bachelorís Degree in Urban Planning, Transportation, Civil Engineering, Architecture, Geography, or a related field. Masterís Degree and / or AICP certification is preferred. Professional experience in a public or private concern with an emphasis on land use or transportation planning skills, with a focus on transit-oriented development, transit planning and multi-modal transit access or land use planning. Position requires experience with local land use regulations, development processes and zoning. Experience and knowledge of local transportation planning and transportation/land use relationships is required. Experience working with land use developers and brokers and negotiating land deals is highly desirable. Experience and familiarity with local financing tools and grant funding sources for both land use projects and transit service projects. Proficiency with Office Suite (Word, Excel, Access and PowerPoint) required. Experience with digital photography, Photoshop, Google SketchUp or other visualization and graphics tools preferred. Position requires ability to attend night meetings and travel within the six-county RTA service area.

Minimum Salary: $56,000

The RTA offers a competitive compensation and benefits package. The RTA reimburses for travel at the federal rate for mileage reimbursement. Relocation is not available. For more information about the RTA, visit our website at www.rtachicago.com.
