Summary:
The Human Resource Manager will play a key role in the successful oversight of program implementation and project management activities across multiple functions within the Human Resources department to ensure MTA Capital Construction's staffing goals and objectives are being met. The incumbent will act as a consultant and partner on the planning, implementation, administration and coordination of various HR projects driving and implementing organizational change, workforce planning, employee engagement and employee relations strategies and policies. In addition, the Human Resource Manager will manage the hiring process for Indefinite Quantity Consultants throughout MTACC

Responsibilities:
•Provides a full range of HR support and program implementation activities across multiple functions. Acts as a consultant and partner in driving and implementing organizational change, workforce planning, employee engagement and employee relations strategies and policies. Provides advice and direction to MTACC managers on HR procedures and best practices.
•Ensures HR programs are implemented based on business-specific priorities as directed by the Director of Human Resources.
•Collaborates across the HR organization to deliver services to all employees.
•Performs the full range of employment activities to fill administrative support, technical, professional and managerial position vacancies. This includes interviewing and consulting with hiring managers to qualify specific education/experience requirements and to determine cost effective recruitment strategies; building a pool of viable candidates utilizing cost effective internet recruitment strategies, networking, and other sourcing techniques; screening applicants through interviewing and testing process; evaluating the backgrounds and qualifications of viable candidates and making recommendations to hiring managers to guide their decisions in the personnel selection process; performing reference checks; negotiating employment offers; processing new-hire paperwork and post selection benefits orientation.
•Under the direction of Director, Human Resources, provides employee relations services to MTACC staff. This includes, but is not limited to investigating, analyzing, and recommending the resolution of employee disputes/complaints for both represented and non-represented employees; consulting with management, analyzing problems and making recommendations to resolve disciplinary and performance issues with all levels of employees; reviewing, editing, and drafting corrective action plans, warning and termination letters. Provides consultation to management and/or employees on human resource issues requiring the interpretation of policy and past practices.
•Manages the review of Indefinite Quantity (IQ) Consultant requests and manages the recruitment and approval process of all IQ Consultants.
•Reviews departmental requests for promotion and salary increases for their employees and prepares written recommendations regarding the request in the form of a justification to the Director, HR for approval.
•Manages the development and implementation of MTACCs agency-wide performance appraisal system.
•Manages the background investigation process. Reviews reports for completeness and accuracy, requests additional information from the vendor as required, evaluates and recommends approval or rejection to the Director of Human Resources.
•Develops and manages an internship and college recruitment program.
•Develops and conducts an orientation program specific to MTACC for newly hired.

Education and Experience:
•Bachelor’s degree (or equivalent) plus 8 years Human Resource experience which includes 5 years in the recruitment of support, professional, and managerial staff and 2 years of employee relations experience preferably in either a public or private sector construction/engineering /architectural environment.
•Working knowledge of laws impacting employment, EEO and ADA.
•Strong oral/written communication skills.
•A strong working knowledge of PC applications (Microsoft Office, Windows, Excel, Word, Access, PowerPoint and other related software packages).
•1-2 years’ experience with People Soft (preferably 9.2) or comparable HRIS system preferred.
•PHR certification is preferred.

Other Information:
As an employee of MTA Capital Construction, you may be required to complete an annual financial disclosure statement with the State of New York if your position earns more than $90,020 per year or if the position is designated as a policy maker
