Job description:  
General Summary:
This classification provides support to the University Human Resources (UHR) Division and is responsible for performing specialized administrative and general professional level human resources activities. Positions allocated to this classification will perform work in at least two of the following functional areas: benefits, compensation, classification, employment, employee/labor relations, HRIS, organization development, learning, recruitment, recordkeeping, and talent acquisition. This includes working with related federal laws including but not limited to the Fair Labor Standards Act (FLSA), Affordable Care Act (ACA), Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Public Employment Relations Act (PERA), and the Freedom of Information Act (FOIA). Some positions may also perform work in human-resources-related programs such as affirmative action, equal employment opportunity, and unemployment compensation.
Principal Duties and Responsibilities:
Perform a wide variety of professional, technical, administrative, and office support duties.

Coordinate the in-take process of new hires/rehired employees.

Enter, update, and/or retrieve information from various automated human resource systems and traditional recordkeeping systems.

Establish, maintain, and update UHR databases and generate human resources reports.

Research, compile and analyze data for special human resources projects and reports.

Answer/resolve human resources-related inquiries, providing internal and external customers with complete and accurate information based on University policies and procedures.

Originate, compose, and prepare letters, action forms, and other correspondence.

Coordinate and oversee human resources record-keeping.

Coordinate budget billing and reconciliations including budget transfers.

Perform other duties as assigned.
Job Requirements
Qualifications:
Bachelor's degree, preferably in Business Administration, Human Resource Management, or related behavioral science field, or eight years' work experience or the combination of education and work experience that enables the performance of all aspects of the position is required.

Working knowledge of Human Resources principles and practices, typically acquired through at least one year of work experience in a Human Resources related position or through the combination of graduate course work or related internship experience is required.

Detailed-oriented with strong organizational and project management skills is required.

Ability to prioritize and work simultaneously on multiple projects, adhering to budgets and deadlines is required.

Excellent communication and customer service skills, and the ability to interact positively and effectively with a diverse group of applicants, candidates, hiring authorities and others is required.

Personal computing skills, including working knowledge of word processing and statistical and data base management software applications is required. (Knowledge of Microsoft, Access, Word and Excel is required). Proficiency with Crystal or Argos report-writing tools, and Banner ERP is preferred.

Familiarity with the Affordable Care Act, Fair Labor Standards Act, and EEO laws and regulations is preferred.

Must maintain confidentiality and handle sensitive documents and information with appropriate discretion and sense of urgency.

Experience working in a unionized environment is preferred.
Supplemental Information:
This position serves to support the efficient and effective operation of the Benefits function by assisting in HRIS data-entry and administration, and administration of various employee benefits and leaves of absence programs. Duties involve directly interfacing with clients on employee benefits-related matters in a high volume environment.

Benefits Specific Duties & Responsibilities:
Assist in administration of various employee benefits and leaves of absence programs.

Validate benefit deductions and LOA requests are properly transmitted to HRIS and vendor reporting systems.

Ensure benefit plans and LOAs are administered according to plan provisions and company's regulatory guidelines.

Assist in the handling of benefits and LOA inquires, complaints and issues to ensure quick, equitable and courteous resolution.

Perform data entry into HRIS databases for faculty and staff personnel actions, including but not limited to new hires, promotions, transfers, salary changes, benefit changes, leaves of absences, retirement and termination.

Coordinate university-wide initiatives, such as Benefits Orientation for faculty and staff, annual Open Enrollment, and Wellness programs.

Collaborate with the Payroll Department to set due dates for personnel and benefit-related actions; monitor payroll cycles and paces work to meet established deadlines.

Audit benefit vendor/carrier invoices; work directly with benefit vendors to reconcile discrepancies, create and submit payment requests for approval.

Modify query variables to run updated reports, generate more complex reports or ad hoc reports; complete "Request for Services (RFS)" forms and work with IT to create new reports, as needed for faculty and staff HRIS administration and employee benefits administration.

Liaise with HR, Business & Finance, and Academic departments to provide technical assistance; troubleshoot; investigate and resolve problems; determine due dates for personnel and benefits-related actions; and provide training support.

Document and maintain procedural manuals and policies for HRIS databases and benefit vendor database administration.

Attend, record and distribute minutes from Benefit-Comp-Payroll standing meetings, and other HRIS- and benefits-related meetings, as directed.

Analyze data flows for process improvement opportunities; recommend and help implement new workflows and processes for more efficient, streamlined HRIS operations and benefits administration.

Participate in efforts to research, recommend and implement new HRIS modules or systems for benefits administration, including an electronic open enrollment system.

Cross-train designated staff to provide data entry and benefit administration assistance during peak periods of activity.

Stay abreast of trends, laws and regulations, best practices and technologies related to job duties and assigned functional areas.

Assist with planning and implementing special events; works on special projects and perform other duties as assigned.

Perform related departmental duties as required.
