POSITION PURPOSE
The Foreman position is responsible supervisory work in the maintenance, repair, construction, and operation of City utility services. Work involves coordinating, planning, organizing, supervising and participating, as necessary, in the activities of a group of laborers and skilled workers. Work is reviewed based on the accomplishment of desired objectives and results. It is a mandatory requirement of this position to work overtime. Must be able to respond within thirty minutes when on-call. This is a safety sensitive position and is subject to federally mandated random drug and alcohol testing.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, and/or Laotian.

CANDIDATE QUALIFICATIONS
Education, Experience, Skills, Formal Training, Licenses and Certifications
Required:
Graduation from high school or GED
Five (5) years of experience in the installation, maintenance and repair of water and sewer lines
Three (3) years of experience in the supervisory or lead capacity of a construction and maintenance crew
Must currently hold a Colorado Class 4 Water Distribution State certification
Valid driver's license and maintain safe driving record for continued employment
Must be able to obtain and maintain a Class A Commercial Driver License with tanker and air brake endorsement within 90 days of employment
Must be able to pass a DOT (Department of Transportation) physical upon hire and then every two (2) years after that
Clear understanding of all regulations as they pertain to the water distribution system
Effective plan review skills and full understanding of current city code and specifications
Preferred:
Bachelor's degree or higher with course work in Construction Management, Business Administration or related area of study
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements
This position is physical in nature and requires sufficient physical strength and stamina to:
Constantly sit while driving to and from work sites and operating heavy equipment on site, constantly walk on uneven terrain to assure crew safety and quality of work; Frequently stand on uneven terrain
Frequently squat and kneel in awkward confined spaces; occasionally crawl to inspect heavy equipment and work performed and balance to enter and exit vehicles and heavy equipment at elevated heights; constantly climb to enter equipment and vehicles at elevated heights; constantly bend to observe work from cab of equipment; constantly reach below and overhead to operate equipment and enter vehicles; constant twisting while operating heavy equipment
Constant light/firm grasp and fine manipulation to handle tools, equipment and material
Constant step up/down to use ladders to enter vehicles; constant actuate mechanism to operate heavy machinery and vehicles
Constant near/far acuity and hearing to safely perform duties and perform office tasks
Frequent lifting and carrying of up to 100 pounds from ground to waist to move manhole covers; constant lifting and carrying of up to 100 pounds to move cement bags and equipment; occasional pushing/pulling of up to 100 pounds twenty (20) feet to lift and move manhole covers and other equipment
