The Director of Human Resources develops, implements, oversees and is responsible for the Human Resource (H/R) functions of the entire company. The major areas covered are organizational planning, organizational development, employment, onboarding and training, employee relations, compensation, benefits, safety and health, and employee services. Originates and implements Human Resource practices and objectives that will provide a balanced program throughout all departments. Assists and advises senior management on Human Resources issues. This position will represent ABH and its services in a positive and professional manner and adhere to ABH’s best practices, guidelines, policies and procedures as established, promoting ABH as a leader in behavioral healthcare in all interactions and work.


 Conducts a continuing study of all Human Resources policies, programs, and best practices to keep top management informed of new developments and formulates and recommends Human Resources policies and objectives for the entire company;
 Promote and maintain a positive culture and position ABH as the Employer of Choice and leader in the industry related to best practices, benefits and trends within our industry;
 Determines, recommends, implements and manages employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale;
 Identifies and complies with legal requirements and government reporting regulations affecting Human Resources function (e.g., OSHA, EEO, TEFRA, ERISA, Wage & Hour). Monitors exposure of the company, directs the preparation of information requested or required for compliance and approves all information submitted;
 Primary contact with labor counsel and outside government agencies;
 Protects interests of the company and employees in accordance with company Human Resources policies and governmental laws and regulations;
 Review recommendations for corrective action, discipline and terminations with legal counsel and President/CEO;
 Directs a process of organizational planning and development that evaluates structure, job design, succession planning and manpower forecasting throughout the company, coordinates activities throughout organization, evaluates plans and changes to plans and makes recommendations to senior management;
 Provide guidance and direction to supervisors and managers related to all issues/concerns/employee questions.
 Maintain wage and salary structure, pay policies, performance appraisal programs, employee benefit programs and services, and company safety and health programs; monitors for effectiveness and cost containments;
 Establishes standard recruitment and placement practices and procedures and interviews executive-level candidates;
 Establishes in-house management training programs that address company needs across division lines (e.g., Performance Appraisal, Interviewing);
 Defines all Human Resources programs, and authority/responsibility of Human Resources and line management within those programs; provides necessary education and materials to line management and employees, i.e., workshops, manuals, employee handbooks, standardized reports;
 Direct and assign various day to day human resource activities and special projects to HR Assistant;
 Oversees accurate processing of payroll and benefits administration, monitors administration to standards and identifies opportunities and resolves discrepancies;
 Oversees annual review of 401-K plan;
 Selects and coordinates use of Human Resources consultants, insurance brokers, insurance carriers, pension administrators, training specialists, labor counsel, and other outside sources
 Oversees annual health and benefits review and selection;
 Directs the preparation and maintenance of such reports as are necessary to carry out functions of department and prepares periodic reports to top management, as necessary or requested;
 Keeps CEO informed of significant issues that may jeopardize the achievement of objectives and those which are not being addressed adequately at the line management level;
 Advises, consults, and coordinates with appropriate Senior Management staff on topics, including but not limited to, organizational plans, succession plans, company policies, legal issues, compensation costs, budgets, expenses and Human Resources Automated System;
 Maintains confidentially of all client and employee protected health information and adheres to all HIPPA related policies and procedures;
 Maintains confidentiality of business plans and financial data;
 Organizes and implements staff events including but not limited to Health Fairs, Holiday Party, and other social activities of the company.
 Serve as a resource to employees; promote open door policy and welcoming atmosphere;
 Serve as the chair to the Safety Committee; Provide direction and leadership to Cultural Competency Committee and Community Action team
 Performs other tasks/responsibilities as required to support the business operations;
 Demonstrates ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds.


Responsible for the supervision/management of staff assigned. This includes; but is not limited to establishing and maintaining a working environment conducive to positive morale and teamwork; recruit and hire qualified employees; provide orientation and on-the-job training for staff. Establish short and long term goals that are both measurable and obtainable to meet contract requirements and ensure that these expectations are clearly communicated and understood by all direct and indirect reports. Review and approve all applicable timesheets. Oversee the daily responsibilities of direct reports to ensure that ABH policies and procedures are being followed and the program/department goals are being met. Provide year-round feedback to employees, counseling, coaching, and training resources and support as necessary. Refer performance concerns/issues to next level Manager & Human Resources Department for advice, next steps and appropriate action. Complete timely staff performance evaluations outlining clearly defining goals/expectations, secure applicable signatures/approvals and process paperwork.



 Bachelor’s degree and eight to ten years’ experience with increasingly responsible management positions within Human Resources;
 HR Generalist background with broad knowledge of employment, compensation, organizational planning, employee relations, and training and development;
 Well-developed administrative skills;
 Strong management skills;
 Demonstrated experience working with more than two divisions within one Company;
 Specialized training in organizational planning, compensation and preventive labor relations.
 Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, Power Point, Access, Outlook); internet.


 High energy level, comfortable performing multifaceted projects in conjunction with day-to-day activities;
 Superior interpersonal abilities, tactful, mature, flexible, resourceful and well organized;
 Service oriented toward employees, using sound reasoning abilities and the ability to make appropriate business decisions;
 Participative management style; advocate of team concept;
 Ability to establish credibility and be decisive but be able to recognize and support the organization's preferences and priorities;
 Strong written and verbal communication skills required.
