Job description:  
General Summary:

This position is responsible for employee and labor relations including policy administration and contract administration for all staff. Serves as chief negotiator and contract administrator. Performs other assignments and special projects assigned by the Vice President of Human Resources.
Principal Duties and Responsibilities:
Develop and administer employment policies, procedures and collective bargaining agreements in a collaborative, future-focused manner on behalf of the University.

Compiles appropriate and necessary data for negotiations, including comparison information on wages and salaries, fringe benefits, and comparative contract language to assure that the University is appropriate and competitive in negotiating successor contracts and/or new contracts.

Directly or indirectly manage the employee problem-solving and grievance process.

Design, develop and implement supervisory professional development as relates to directing the work of non-supervisory employees.

Serve as principal advocate and assists the Vice President of Human Resources in arbitration and Michigan Employment Relations Commission hearings.

Supervises unemployment compensation on behalf of the University.

Serve as policy analyst on labor and employee relations for the Vice President of Human Resources.

Represent the human resources function and EMU, at large, in community, state and national university-focused employee relations professional associations.

Perform related duties, as assigned.

Qualifications:

Baccalaureate degree or higher in Human Resources or related field of study is required. An advanced degree in employment law, labor and industrial relations, or business administration is preferred.

A minimum of seven years' progressively more responsible management experience in a related field is required.

Knowledge of and experience in labor and employee relations, organizational behavior and administration is required.

Competence in software applications relating to human resources, including but not limited to Microsoft Office products and employment-focused specialized products for data management is required.
