GENERAL PURPOSE:
Under general direction, supervises trains, and mentors, assigned staff in the strategic planning, preparation, finalization, procurement, negotiation, and administration of contracts ranging from routine to complex contracts for public works and, architectural and engineering, and other services. Serves as a subject matter expert in the resolution of complex issues and assures compliance with federal, state, and local laws and regulations for the procurement and administration of contracts and related programs. Researches and advises senior Agency management in the selection of procurement methods and strategies. Supervises the implementation of programs, policies and procedures for the Design and Construction Contracts team and participates in the Agency's Continuous Process Improvement program. Reviews and approves solicitations, awards, and contract executions. Reviews data and prepares reports for senior leadership. This position is responsible for Architecture & Engineering (A&E) and construction contracts, supervision of cradle-to-grave procurement and contract work while managing and controlling the complexity and risks associated with the contract.

D&C Section supervisors may be assigned to either one of two areas of focus:
Procurement management for A&E and public work (construction) over the different ST corridors; or
Post-award contract administration for A/E and public work (construction) contracts across all ST corridors.

ESSENTIAL FUNCTIONS:

Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, budgets and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
Provides subject matter expertise and strategic advice to Design and Construction Management (DECM), Planning, Environment & Project Development (PEPD) and other Agency staff in regards to project delivery methods, including alternative public works delivery (JOC, D/B and GC/CM) procurement and contracting risks, compliance with federal regulations and grant requirements, and Agency policy and procedures.
Develops guidelines, policies and procedures related to procurement and contract administration to ensure efficient, transparent, and consistent construction and architectural and engineering contracts and best practices that result in the best outcomes for the Agency. Reviews and approves solicitations, awards, executions, procurement and contracts documentation, and contract modifications.
Participates in the research and review for responses to State, FTA Triennial and Procurement Systems Review, or special audits; protests; inquiries that require management responses; conflicts of interest determinations, and other high visibility requests.
Develops and revises standard procurement and contract boilerplates templates including Request for Qualifications (RFQ), Request for Qualifications/ Proposed Approach, (RFQ/PA), invitation for bid (IFB), consultant agreements, and standard correspondence templates. Works with cross functional team of senior managers to approve and finalize General Conditions. Collaborates with Agency subject matter experts to assure boilerplate templates are accurate and reflect current Agency policies and requirements.
Leads and trains staff in the development and implementation of new or existing procurement and contracting programs or project areas, analyze contracting policies and procedures to determine their effectiveness in meeting the Agency's mission, organizational objectives, and statutory requirements.
Collaborates with Directors, Project Managers, and project leaders to strategize and plan for procurement of required services, ensure compliance with procurement and contracting procedures and guidelines, anticipate and plan for procurement and contract related issues before they result in negative impacts, and to resolve interdepartmental issues.
Provides procurement training to Agency staff at all levels in the organization; provides training on FTA requirements to staff and project managers; and assures processes, policies and practices are interpreted and applied consistently and effectively.
Participates on a variety of committees; attends and participates in professional group meetings and vendor outreach events; presents at public conferences, meetings, or trainings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.
Researches, analyzes, and/or synthesizes information and data into reports and correspondence for senior Agency leadership, Sound Transit Board Members, technical or non-technical staff, vendors, State Committees or Boards, and other stakeholders.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's Degree in business administration, public administration, contract management, legal, or closely related field and five years of experience in public construction, architectural and engineering contracting and procurement services that includes the full range of contract administration and project management, preferably in a construction/transportation related environment including two years of public works and/or A&E supervisory or lead experience OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Must have or obtain within 12-months of hire a Certified Public Purchasing Buyer or Officer, certification from the National Contract Management Association, or equivalent professional certification.

Preferred License or Certifications:
Design Build Institute of America designation

Required Knowledge of:
Supervisory practices, principles, methods and techniques.
Management and coaching practices, principles, methods and techniques.
Knowledge of Federal contracting principles, laws, regulations, and best practices
Contract rules for State and federal grants and contracts requirements including Federal Transit Administration and Federal Highway Administration requirements
Knowledge of Industry principles and practices in procurement and contract administration methods systems and processes.
Project delivery methods, including alternative public works delivery methods (GC/CM, Design Build, and JOC).
Principles and practices used on complex public sector procurement contractual actions, including cost analysis, pricing options and best practices.
Conflict resolution and negotiation principles and practices
Principles of business writing, report preparation, record keeping, and data analysis.
Principles of customer service.

Required Skill in:

Interpreting and applying federal, state, and local policies, laws, and regulations as well as contract terms and conditions.

Preparing complex contracts, agreements, and management reports.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
Majority of work is performed in a standard office environment or construction field office with the ability to perform off site visits.
Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
