POSITION OBJECTIVE
The primary objective of this position is to oversee and direct Metro-North Railroad’s Service Planning and Scheduling (train, equipment, and crew) in support of short and long-term strategic plans.

RESPONSIBILITIES
Oversee and direct all work of the Service Planning group related to the Service Plan including:
• Project future demands for service, identify market opportunities, and coordinate service and fare strategies
• Identify capital program elements needed to support long-term service plans
• Evaluate and analyze service plan strategies as well as support specific plan elements
• Analyze operating impacts of construction projects and develop operating plans to minimize impacts
• Manage the fleet strategy and rolling stock plan processes
• Coordinate schedule change process with capital projects and routine maintenance of way activities to ensure that track occupancy time is maximized and customer impacts are minimized
• Develop future operating plans for major capital and expansion projects in coordination with other agencies/rail operators including CDOT, Amtrak, NJ TRANSIT and the LIRR
Oversee and direct work of the Service Planning group regarding the development and evaluation of periodic schedule changes including:
• Chair the inter-departmental schedule change taskforce
• Develop service change proposals that are cost effective and will enhance service to our customers
• Evaluate customer impacts and operating impacts (including costs) of specific proposals
• Manage the schedule development team as they prepare train, equipment and crew schedules. Ensure schedules are feasible, meet customer requirements and allow for maintenance windows
• Coordinate schedules with other rail operators (Amtrak, NJ TRANSIT, CDOT) to ensure that all schedule changes work with MNR and are included in MNR operating documents
• Review and analyze operating performance with the Transportation, Mechanical and Engineering Departments to identify recommended schedule adjustments
• Oversee the production of operating schedule booklets at each schedule change.
• Produce operating bulletin orders to effect schedule changes including spring and fall changes, as well as interim adjustments and temporary schedule changes
• Oversee the management of relevant schedule databases to ensure that schedules are published to internal- and external-facing systems accurately and timely
• Oversee and direct all work of the Crew Scheduling group regarding periodic review and revision of Train Staffing, including:
-Development of new Road Passenger Crew Schedules 2-3 times per year, with the goal to maximize efficiency and minimize the approximately $180M annual road passenger crew payroll expense
-Development of special Crew Schedules on as needed basis for holidays and special events
-Metro-North Railroad’s Interdepartmental Revenue Collection Task Force
Overseeing and directing all work of the Service Planning group regarding the monitoring and periodic recommended revision of Metro-North equipment plans:
• Conduct analysis of ridership data
• Oversee development of equipment programs to accommodate new schedules, changes in ridership or infrastructure
• Manage equipment program development to maximize equipment utilization and minimize car-miles and associated propulsion expense.
• Evaluate both customer and operating impacts of equipment plan changes
• Prepare special programs for holiday periods and special events
• Oversee production of standee reports:
Participate in the Emergency Management Task Force, including:
• Annual updates of the Alternative Service plans included in the Metro-North Emergency Plans ("Red Book")
• Work with Operating departments during operational emergencies as needed to adapt/develop and implement service plans and schedules to respond to the particular circumstances of the situation. Produce special schedule documents for distribution internally and to the public
Oversee and directing work of the Service Planning group related to Connecting Services including:
• Develop and launching new connecting services, including conducting full-scale analyses and development of business cases for such projects
• Manage ongoing connecting services operations
• Identify regional funding sources and work to obtain funding for key Metro-North Railroad service initiatives (e.g. – connecting service projects, CMAQ supplemental funds, etc.)
Oversee critical high profile special projects including:
• Procurement and implementation of appropriate train scheduling technologies
• Rail Simulation to determine the impact of Positive Train Control on operations, including the implementation of a new rail simulation platform to support future operations simulations needs
Assist the Director in overseeing the overall work program of the Operations Planning & Analysis Department. This includes managing the Department in the Director's absences and representing the Department in various external forums (such as the PCAC and the Connecticut Rail Commuter Council).

REQUIRED QUALIFICATIONS
Extensive knowledge of rail transit or other transportation operations.
Excellent ability to evaluate impacts of potential service changes on our customers and on MNR operations.
Detail-oriented with strong organizational, analytical, problem solving and planning skills.
Excellent interpersonal skills with the ability to communicate effectively with internal departments, the public and with various types and levels of public agencies.
Demonstrated leadership and management skills with the ability to train, motivate, and foster teamwork.
Strong verbal and written communication skills.

Working knowledge of Microsoft Office Suite and/or comparable applications (i.e. Word, Excel, PowerPoint).
Valid driver's license.

PREFERRED QUALIFICATIONS
Strong knowledge and understanding of Metro-North Railroad Operations

REQUIRED EDUCATION/EXPERIENCE
Bachelor's Degree in Transportation Planning, Planning, Business and/or related field.
Minimum of seven (7) years of experience in planning, and/or service development preferably in a transportation environment. In lieu of experience in planning or service planning, a minimum of ten (10) years progressively more complex experience in passenger rail operations.
Minimum of five (5) years experience in a progressively more complex management responsibility, preferably managing other personnel.
PREFERRED EDUCATION/EXPERIENCE
Graduate Degree in Transportation Planning, Engineering, Planning, Business or related field.
OTHER INFORMATION
This is a safety sensitive position and subject to toxicological testing.
