Job description:  
As a bilingual Contract Compliance Specialist you will provide professional and technical work in the operation of the City's Prevailing Wage Compliance Program and serve as back up support for the Targeted Business Certification Program and on Affirmative Action Plan compliance. This work involves reviewing applications and Affirmative Action Plans for eligibility and compliance; performing on-site compliance reviews; maintaining or overseeing the maintenance of necessary records and databases; providing technical assistance; performing outreach and information dissemination; providing job counseling and related services to targeted group members; preparing audit, activity reports and recommendations, and providing input and recommendations relative to overall program operations. This work is performed under the general supervision of the Affirmative Action Manager and involves the use of independent judgment and discretion, especially as it relates to field work and daily program operations.

This series is structured to provide for career progression from Contract Compliance Specialist 1 to 2 based on increased employee expertise and responsibility, independence of action, complexity of projects, and experience with and knowledge of City, State, and Federal affirmative action laws, rules and regulations.
Skills:  
Prevailing Wage Duties:
Monitor prevailing wage regulations at assigned construction sites throughout the City.
Interview construction site employees, respond to questions from workers, and provide them with information and referrals.
Coordinate and conduct pre-construction meetings and prevailing wage training sessions with Planning, Engineering, Community Development, and other departments, as well as contractors and sub-contractors.
Design, revise and update prevailing wage documents, forms, and data.
Review data for prevailing wage violations, conduct procedures for complaints and investigate prevailing wage violations or alleged prevailing wage violations.
Review and recommend the release or withholding of partial and final payment requests for ongoing City contracts.
Act as a liaison to County, State of Wisconsin, contractors, and other city agencies for interpretation and explanation of prevailing wage rules.

Contract Monitoring Duties:
Ensure outside vendors, suppliers, and contractors are in compliance with federal, state, and local regulations related to affirmative action and equal opportunity.
Provide contractors with compliance technical assistance, evaluate compliance success and make recommendations regarding non-compliance.
Identify underutilization of small business enterprises on public work contracts.
Monitor and evaluate program progress and identify areas that need improvement.
Develop and review forms to track contractor payments to subcontractors.
Review public works plans and construction projects for compliance under applicable civil rights laws in conjunction with the Disability Rights and Services Program through desktop plan reviews and on site compliance reviews.

Manage Audit Review Processes Duties:
Track and recommend candidates for desk audit or compliance review.
Conduct onsite compliance reviews and identify measures to bring vendors, suppliers, and contractors into compliance and monitor progress towards implementing recommended remedies.
Initiate formal procedures against entities that fail or refuse to attain compliance status.
Perform other related duties as assigned.
