Job description:  
General Summary:

Plan, organize and manage the activities and staff of the University's Employee Benefits Programs for staff and faculty.
Principal Duties and Responsibilities:

Design and implement benefit policies, including health and insurance (medical, dental, life, disability, etc.) plans, that support the university's business objectives.

Evaluate present programs through research, surveys, and analysis of benefit trends to ensure plans are competitive and cost effective.

Partner with the Vice President of University Human Resources and CFO to develop, execute and communicate key benefit programs.

Modify existing programs according to findings, using existing knowledge or prevailing practices, emerging types of benefit packages, and customary benefits offered in university settings.

Present benefit plan design alternatives to University leadership.

Lead a collaborative benefits committee comprised of management and collective bargaining personnel--use this forum as a way to make necessary benefit changes between negotiations and to pilot alternative plan designs.

Lead efforts to design and develop alternative union benefit scenarios in advance of collective bargaining and during negotiations.

Work with finance and external actuarial consultants to provide financial oversight of all benefit plans, including trend and forecasting.

Drive decisions on the selection and management of external suppliers and manage supplier relationships.

Develop a comprehensive benefits communication strategy for employees and ensure that all employee benefit plan information is current and accessible.

Ensure that each benefit plan is in compliance with legislation and understand the impact of proposed legislation and public policy on existing or future plan designs.

Support and approve internal and external audits of benefit plans.

Streamline and improve internal benefits services and processes.

Work collaboratively with the HR leadership team to establish and accomplish strategic priorities.

Oversee the administration of ACA, ADA, COBRA, FMLA, and other leave processes.

Serve as the University's HIPAA Privacy Officer.

Coordinate the Tuition Waiver Program.

Responsible for the coaching and development of team members.

Perform other assigned duties as required.
Qualifications:

Knowledge and skills in benefits program planning and administration, typically acquired through the completion of a Bachelor's degree in Business Administration or related field is required. Master's degree preferred.

Four years' of progressively more responsible experience in benefits administration of a medium to large educational, service or industrial organization, is required.

Comprehensive knowledge of benefits programs, procedures, and benefits related laws is required (Hipaa, DOL, Section 125, PPACA, etc.).

Experience designing, developing, and implementing organization wide communication strategy is required.

Experience dealing with union contracts and negotiations is required.

Experience analyzing complex benefit cost data at macro and micro levels is required.

Experience designing and implementing short and long term benefit plan strategies is required.

Ability to hold carriers responsible and direct them with authority is necessary.

Solid financial and communication skills are required.

Ability to implement internal controls is necessary.

Strong strategic thinking and credibility is necessary.

Strong presentation and stand-up facilitation skills are desirable.

Certified Employee Benefits Specialist designation is highly desirable.

Previous supervisory, program and budget management experience is preferred.
